- Steve, The club (B.I.) used to sell them. I think they still do. Contact Dan of Bricklinalia. The cost was about the same, but the club gets a discount purchase and makes a couple of bucks per copy.

- Louis, I've been told that the original cylinders are not repairable. However, I'd give it to your neighbor and see if he can replace the seals in it. Can't hurt. Otherwise, it is a replacement part.
