The best thing for cleaning rust is muriatic acid (really cheap at Home Despot.. er .. depot) Just dilute it, make sure there is nothing left in the tank (rubber/plastic etc) and be very very careful

Sounds like the spring is broken or very very weak. You need to take out the whole window regulator to get to it. I do believe they sell replacement springs. I know they sell reproduction regulators
