I had that problem and finally found a cracked hose between the passenger
side tank and the filler cap. It was enough for the fumes to leak out and
any gas that seeped out was evaporating before I could see it.  All of my
rubber lines were probably at least 20 years old, so I wound up replacing
some other pieces I found with cracks.  I think the gasoline eats up the
rubber over time.
