So the parts test fine, but when assembled the system doesn't work.

My guess: a grounding issue. Based on 3 minutes of Google, that's all I got=

You said you bypassed the eme flasher switch.  Did you disconnect every wir=
e on that switch or are some still connected?

Is this what you meant to say?  Do the left lights flash when the switch is=
 in either direction?  If so, double check the turn signal switch wiring an=
d make sure the GW, GR and LG/N wires are connected correctly.
